The bright face of a diamond cut wheel is machined metal with a clear lacquer over it, and that lacquer is all that keeps the weather out. Once a kerb or a stone breaks through, water and road salt reach the metal underneath. Corrosion then creeps sideways under the lacquer, showing up as white or grey spots that lift the finish around them.
