Why it's done this way

Paint and lacquer only grip as well as the surface beneath them. Laid over an old, damaged finish, a new coat sits on a layer that is already failing, and it peels away with it. Starting from clean metal gives the refinish something solid to bond to, which is why the repair lasts.
