A new finish only holds as well as the surface underneath it. Paint sprayed straight over the old lacquer around a scrape traps whatever is already there, from loose coating to the first traces of corrosion, and sooner or later the new layer starts to lift and peel. Taking the damaged area back to bare metal clears all of that away. The rim is then reshaped and filled on a clean surface, and the refinish and lacquer bond to the alloy itself, which gives the repair the best chance of lasting.
