Can you change the colour while the wheel is being repaired?

Yes, and the new colour is priced from the same photos as the repair. Give us a paint code or a picture of the shade you like, and the wheel is either powder coated and cured at 180°C or painted to match it.

Can a refurbishment deal with corrosion as well as scuffs?

It can, because taking the wheel back to bare metal removes the corroded coating along with the scuffed one, which is why corrosion is always workshop work.
