Are the callipers degreased and primed first? Yes, both happen before a drop of colour goes on.
Is anything else masked? Discs, pads, hoses and surrounding parts are masked off, and the painting is done with the wheel off.

Some drivers pick up a colour already on the car, such as a stripe, a badge or the body itself, so the calliper ties in with the rest of the design.
